justice ? fair?

 The power of law, i know i cnt doubt that. However, The society is so cruel.  I wondering, why is it some people had used some dirty tactics to achieve certain purpose, even break the rules and law, there are still under protected. I tough the presence of law and rules is to protect our society and people? Why does the victim no able to be protected while the bullies can be under protected? Is it the people who have stronger power can play around with rules and law? What does justice means? Where is justice and fair? How to protect justice let say if the law enforcement officer not protect it?

There is so much how and why in my brain now. And so much disappointed with the cruelness of this society....
